
European Program – Action for Transnational Labor Mobility
Providing equal opportunities in recurring and accessible-to-all cross-border labor mobility
Funded by the EU under the EURES Targeted Mobility Scheme
Project Overview:
This pioneering programm is implemented by the Ministry of Labor and Social Policies – National Coordination Office of EURES Italy, in collaboration with several National Coordination Offices of EURES, labor market bodies, non-profit organizations, public authorities, and a European mobility network across 11 EU countries.
The project addresses labor market inequalities and skill shortages in the EU, helping individuals gain access to job opportunities where there is high demand for their profiles.
The program aims to facilitate at least 1,200 placements and involve 450 employers in key sectors, with a particular focus on small and medium-sized enterprises (SMEs).

Main Objectives of the Services Offered:
- Provide personalised recruitment services
- Support candidates and employers through financial assistance related to mobility (e.g. travel expenses, interview support, relocation and family support allowances)
- Ensure quality and transparency in mobility processes
- Facilitate the recognition of diplomas, language learning, and work experience
Additional Services:
- Participants are supported by mobility advisers and the EURES network, both online and through personalised sessions
- A dedicated platform ensures GDPR-compliant registration, matching, and monitoring for employers and jobseekers
- Special emphasis is placed on connecting SMEs with jobseekers through targeted employer engagement actions
- The programme is integrated into the EURES catalogue of professional mobility, combining the advantages of public and private employment services
- It contributes to broader EU strategies such as the Digital Strategy, the Green Deal, and the Twin Transition, facilitating sustainable and inclusive mobility
